Traffic Signal Light at SR 415 and Lakeview Drive by Yalick Farms

The Traffic Signal Light at SR 415 and Lakeview Drive, by Yalick Farms, has been in “flashing” operation since it was erected. The Dallas Township Board of Supervisors recently made an application to PennDot to have the traffic light changed to “full red, yellow, and green operation”, as it was originally designed for. In order to promote driver awareness and safety, a message board will be erected by PennDot a few weeks prior to the traffic signal being activated, in an effort to give drivers notification of the upcoming change.

Winter Parking Reminder for Residents of Dallas Township

Residents of Dallas Township are reminded that, except in locations whereby Ordinance restrictions are more severe, the Township’s Winter Parking Ordinance prohibits vehicles from parking on Township roads and streets from November 1, 2016 through April 30, 2017, inclusive, between 6:00P.M. and 6:00A.M. This allows the Dallas Township Road Department to effectively clear streets and roads of snow. The Winter Parking Ordinance is in effect regardless of whether or not it snows. Police will enforce the winter parking ban as part of their night patrol duties.

November 18, 2015: The Dallas Township Board of Supervisors entertained three live presentations last evening from Barry Isett & Associates, Relly Associates and Laird Recreation. All three presented professional overviews of their expertise and offered some very interesting ideas. Several members of the Township's Parks & Recreation Committee were also in attendance at the meeting, and weighed in on the difficult decision of picking one consultant for our Master Plan. After careful deliberation among all parties involved, Barry Isett & Associates was chosen by a near unanimous vote by the group, and then unanimously by the Board of Supervisors.

November 3, 2015: Once again, we thank all seven consultants for submitting bid packets for our Dallas Township Parks project(s). After careful consideration and input from our Parks & Recreation Committee members, we are pleased to announce the top three consultants are: Barry Isett & Associates, Laird Rec, and Reilly Associates. As such, we would like to invite the top three to provide live presentations during our next Board of Supervisors meeting on Tuesday, November 17th at 6:00 p.m., in our Township conference room. We would appreciate keeping the presentations to 20 minutes each, with 10-minute Q&As immediately following each presentation. October 30, 2015: Thank you to all applicants for your submissions. After asking our Parks & Recreation Committee to weigh in on this process, and with input from most of our members, we have come to the realization that there are a number of proposals that are interesting to us. That said, the Board of Supervisors will announce the top three consultants at our meeting on Monday, November 2, 2015. At that time, we will ask the top three to provide a live presentation at our meeting on Tuesday, November 17th, from which we will decide the company that will be contracted to do our MSDPs. We will be in touch with the top three on or before Wednesday, November 3, and we will also post the results here. Thank you!


October 2, 2015:
As of yesterday's deadline we received SEVEN bid proposals. The bids will be opened on Tuesday, October 6th at the Board of Supervisors meeting (7:00 p.m., in the Township building conference room). The Dallas Township Parks & Recreation Committee will reconvene within the next two weeks to discuss the bids. We intend to make an announcement by November 1st. Thank you to all who submitted bids!

The Assistant Secretary of Dallas Township, Luzerne County, Pennsylvania, is accepting proposals for a one-time contract to perform certain professional (consulting) services (Master Site Development Plans) for the Township involving the revitalization of two municipal parks. Interested parties may access the RFP below. 
Sealed proposals (two copies) must be received by Secretary-Treasurer Nancy Balutis at 2919 SR 309 Highway, Dallas Township no later than Thursday, October 1, 2015 at 4:00 p.m. If mailed, the proposal should be addressed to: Dallas Township Assistant Secretary Liz Martin, PO Box 518, Dallas, PA 18612, and should be postmarked no later than Thursday, September 24, 2015.

(Added 9/1/15) Pre-Bid Meeting: Monday, August 31, 2015:

1. Identify maintenance challenges associated with either/both parks. The ball field areas at both parks experience wetlands challenges during the wet season; Kunkle Park's issues occur behind the dugout area of the ball field. There is no wetlands delineation available for either field.

2. Concerns identified by the Township concerning the parks. Concerns include security and lighting.


3. Notes of interest concerning the parks. There is an old logging road along the bottom of the Sago St. side of the park, which has been a consideration by ASTA (Anthracite Scenic Trails Association) for possible future pass through of Back Mountain Trail.

Consultant Q&A:

1.       The DCNR grant is for $24,375.00. Will the entire township match be in cash or does the grant agreement include in-kind services?   In-kind services were budgeted at $2,072; the balance will be cash.


2.       What mapping is available for each park?  Maps can be viewed above.

3.       What is the anticipated notice to proceed date for the selected consultant? Once we receive all bids we will begin to review them, and then the Board of Supervisors will weigh into this process. Our intended notice to proceed date is on or before November 1, 2015.

4.       What is the desired project duration? March 1, 2016 (Please note this change!)

Q&A, 9/2/15

5.    What was the previous use of the parcels that comprise the present day Dallas Township Park? Prior use of the land that is Dallas Township Park was residential, with the exception of one lot that was the first Township muncipal building/garage.

6.      Have you clarified the Luzerne and Wyoming county line discrepancy between the parcel map which you provided and the GIS aerial map which was on display during the meeting?  If Kunkle Park lies partially within Wyoming County, there will be additional research necessary and additional resources available.  The small piece of that land that is over the line is minimal, at best. I did email the Wyoming County Office of Community Planning that Dallas Township did receive a grant and is searching for a consultant. That is the extent of their involvement, to date.

7.     Does the township have any existing park rules regarding hunting in Kunkle Park? Does the township have any existing relationships for hunting to cull deer in Kunkle Park? Local residents have and do continue to hunt on that property. The Supervisors will need to address this.

During our Comprehensive Plan public hearing on Tuesday evening, the Supervisors agreed to begin posting information relative to the numerous pipelines that are being proposed to come through our area. We learned that there are residents who are not aware of the routes, nor/or that their properties may be affected. We would not be doing right by our residents if we did not share information as it becomes available.
Below is a link to a preliminary route map that was compiled by township resident Mark Barrett based on current information from the gas companies. They remain tentative. Updates will be provided as they become available.
